My quote from the manga answers this question :P
Well yea it does, but it doesn't say for Gregory and Bubbles. I think now we would just be having too much fun making more theories lol

Perhaps the planet exploding killed him, not Cell. Maybe Goku did count as the one who killed him...but it was probably a plot hole.

Anyway, that's the nice thing about this, you can invent and choose for yourself a number of reasons. There is no right answer so it's nice to speculate.

Yes I did, and I must say I didn't expect such in-depth discussions.

Here's what I think: the wish was to bring back everyone that Cell killed, but I think, technically, it was Goku who killed King Kai. Cell could not have stopped the explosion, even if he wanted to, so he didn't really have a choice as to who would killed by it after being transported away from his INTENTIONAL target. But Goku INTENTIONALLY took him to King Kai's planet, and I think it's this intention that is the key to the wording of the wish.

If Goku was the one that killed King Kai why didn't he go to hell :p . I mean killing a Kai is a crime is it not?

That's for King Yemma to decide. Is killing one Kai to save billions of earthlings a crime?
